Commute is the brainchild of Leo Hills and Tony Innes. Between them they have more than 50 years experience in the transportation industry and in combining their expertise they can offer their clients a more personalised, collaborative and pragmatic approach to finding transport solutions.

Tony has more than 25 years of experience in the transportation industry having worked in New Zealand, Australia and the United Kingdom, and is a respected leader in the transport industry in New Zealand.
Tony has a diverse transport background including business case development, peer review, transport assessments, transport study leadership, transport procurement advice and providing expert witness for clients.
Most recently Tony has been directly involved in a number of the country's largest transportation projects, including the Northland Corridor, Supporting Growth Alliance, Waitemata Harbour Connections, Auckland Light Rail and the TREC Alliance in various leadership and business case roles.
Leo has more than 25 years of experience in the transportation industry in New Zealand.
Leo has a diverse transport background including transportation assessments, geometric design, modelling, peer review, safety auditing, transport study leadership and providing expert witness at both Council hearings and Environment Court for clients.
Recently Leo has been directly involved in a number of transportation related project on various scales from small scale residential developments through to large scale subdivisions / developments. The range of developments Leo has been involved in include childcare facilities, residential subdivisions (ranging from one lot through to 1000 lot subdivisions), retirement villages, industrial developments, retail developments, office developments and rail / roading / traffic design projects.
Ida has 25 years of experience within the transport sector and has provided high quality transport advice to a wide range of clients.
Ida is an experienced Business Case practitioner and is able to work collaboratively with a wide range of stakeholders to deliver coherent and integrated cost-effective, efficient solutions that create safer environments. She is experienced in the development of strategic solutions that deliver smart, efficient, safe and responsible transport choices. She offers innovative solutions to address the transport issues affecting a wide range of development activities.
Ida has led a number of significant sized projects including Airport to Botany and the North West Area for Supporting Growth. She has acted as an expert witness in support of Notices of Requirement and Integrated Transport Assessments that she has prepared for a range of public and private sector clients.
Graham has more than fifteen years of experience in the transportation industry in New Zealand. Graham has a unique mixture of both high-level transport planning and more practical transport engineering experience.
Graham has undertaken a number of strategic transport studies for public sector clients; providing assessment of transport and land use, transport modelling and developing strategic thinking. He has been responsible for leading teams on large transport projects, development of Business Cases, economic assessment of transport projects and development of corridor strategies.
Graham has experience in traffic engineering working for a wide range of private clients including residential subdivisions and plan changes, commercial development, schools and childcare facilities. Graham also has experience in more detailed transport engineering including investigations, scheme and detailed design of intersections and road projects.
Mike has more than 20 years of experience in the transportation industry in New Zealand. Mike has a diverse range of skills within the transport engineering sector, including providing advice ranging from preliminary structure planning and consenting through to detailed design and construction. Mike frequently undertakes transportation assessments, geometric design, traffic modelling, peer reviews, Road Safety Audits and traffic signals design. Mike has been an expert witness at both Council hearings and the Environment Court.
Recently, Mike has been involved in a number of transportation related projects from small scale residential, retail and office developments through to large scale commercial and infrastructure projects.
MEGAN WHEELER - ASSOCIATE BE CIVIL (HONS), CMENGNZ, CPENG, INTPE
Megan has more than 20 years of transport industry experience and has consulted widely within New Zealand, Australia, United Kingdom and Singapore. This international exposure has given Megan a breadth of knowledge of different analysis methods and potential transport solutions.
She has specific expertise in Investment Planning for transport infrastructure, Transport Planning, Project Management, Complex Stakeholder Management, Integrated Transport Assessments and business operations.
Throughout her career Megan has led or worked as part of a team on a variety of high-profile major transportation projects. These projects have all had complex stakeholder requirements and each has delivered bespoke transport solutions that focus on prioritising investment and delivering improved people moving capacity in a timely and cost effective manner.
Michelle has more than 15 years of experience in transport planning and traffic engineering. Having worked in private sector, and more recently the public sector, Michelle delivers a keen understanding of project drivers and provides pragmatic solution based advice. She has highly developed interpersonal skills and has extensive experience with stakeholder consultation including general public, Local Boards and public interest groups.
Michelle’s background includes delivering high-level strategic transport projects, such as Business Cases and Integrated Transport Assessments for the private sector, as well as mixed use developments, plan changes, and residential developments for the public sector. She has also been part of multidisciplinary teams undertaking master planning for large sites. Michelle has acted as an expert witness on behalf of both public and private sector clients.
Josh has more than 10 years of experience in the transportation industry. During this time, he has worked on a range of transport planning, transportation feasibility, masterplanning, access, traffic effects assessments and traffic design and safety projects.
Josh has a variety of experience undertaking various assessments within Auckland and New Zealand, and in applying his analytical and decision-making skills to efficiently achieve desired outcomes for clients.
Recently, Josh has been involved in a number of transportation related projects from mid-sized residential, retail and office developments through to large scale infrastructure projects.
Tom has more than 15 years of experience in the traffic and transport industry, practising in New Zealand, Australia, Canada and the United Kingdom. His expertise lies in a wide array of transportation-related domains, primarily design, transport modelling and transportation assessments. Throughout his career, Tom has worked on a wide range of projects including high-rise apartments in CBDs, large scale retail stores, residential subdivisions, industrial developments and childcare centres.
Recently Tom has gained considerable experience in traffic signal design, designing new and upgraded signalised intersections around Auckland. He has also obtained LCSIA certification, enabling him to undertake safety reviews of level railway crossings.
Tom exemplifies a deep understanding of the intricate nuances of traffic engineering and consistently delivers innovative solutions to address complex transportation challenges.
Rachel has more than ten years of experience managing, undertaking and delivering transport planning and engineering assignments in New Zealand and Canada. This experience includes land use planning, development assessments, parking and safety studies, engineering design, and research projects. Rachel has worked with both public and private sector clients.
Recently, Rachel has been involved in a range of transportation assessments for private developments of varying density and land-use, including mixed-use, residential, retail and commercial sites.
Hollie has more than 18 years of experience across a wide range of transport assessment and engineering related tasks. These include master planning, transportation assessments, plan changes, preparation of evidence, intersection design and capacity assessment, car park layout design and parking schemes for a wide range of developments, with a recent focus on large housing subdivisions, education projects, retail and commercial developments.
Matan has more than ten years of experience in transport planning and traffic engineering in New Zealand. Having worked in both the public and private sector, Matan has a breadth of knowledge and experience across all phases of the project lifecycle and a deep understanding of project drivers.
Matan’s wide range of experience has included developing high level strategic transport projects such as Business Cases, Masterplans and Corridor Strategies, as well as Integrated Transport Assessments for schools, residential developments, mixed use developments and plan changes.
Matan is experienced in the development of strategic solutions that deliver smart, efficient, safe, and responsible transport choices. Throughout his career Matan has also been part of large multidisciplinary teams undertaking feasibility investigations, intersection design and identifying solutions for high profile major transportation projects.
Hunter joined the Commute team full-time in 2025 after successfully completing his internship at Commute. He specialises in traffic and transportation engineering and brings a strong analytical approach to his work.
Since joining Commute, Hunter has been involved in a wide range of transportation assessments for the private sector. His experience spans small-scale residential developments, retirement villages, and retail and industrial projects, as well as large-scale housing subdivisions. With a keen eye for detail and a focus on practical solutions, he plays an astute role in ensuring developments are supported by efficient and well-planned transport networks.
